It is also the grade that carries filler from rough shape to something close to final, refining the marks left by the heavier work before the finishing stages begin. On timber it is the pre-finish grade: the point at which bare wood stops feeling sawn and starts feeling smooth, ready for stain, varnish or paint.Old paint is worth reading as you go. Coming through the top coat into primer, and then primer into filler or metal, shows you what has been done to the panel before, and often explains why the surface has been behaving oddly.
